Duties

The American Rescue Plan Act of 2021 is an unprecedented effort to stop the spread of COVID-19 and respond to the public health, education, and economic crisis caused by the pandemic. It includes measures to deliver immediate relief to American families, fund a national vaccination program, provide aid for small businesses struggling to keep their doors open, cut child poverty in half, reopen schools, and help parents get back to work. American Rescue Plan funds will allow AmeriCorps to:

  • Create new national service opportunities
  • Provide additional benefits for members and volunteers
  • Support nonprofits working in underserved communities

The incumbent will:

  • Support the goals defined by the CDO for data management.
  • Assist with creating agency baselines for transformation efforts and standardization across key IT areas.
  • Assist with coordination of vendors to support documenting the agency data landscape and to be roadmap.
  • Assist with drafting, developing, and reviewing policies, best practices, and enterprise standards.
  • Provide coaching and mentoring to help others to improve their skills and improve data literacy.
  • Collaborate with IT domains to support the goals of the Office of the CDO and improve the availably of trust data for decision making and insights.
  • Develop enterprise best practices, methods, and standards for the management of data.
  • Create the conceptual architecture and data solution design for projects (conceptual model, integration model, sourcing) in alignment with the portfolio and enterprise data strategy.
  • Translate enterprise or business needs into long-term information architecture patterns and solutions.
  • Provides governance oversight to ensure project adherence to information architecture strategy, principles, standards, policies, and procedures throughout all project phases.
  • Display knowledge/understanding of reference models to articulate business information requirements.
  • Provide expert data modeling and data validation services that produce flexible, extensible data structure design solutions that support effective business decisions.
  • Create and manage an array of data design deliverables including data models, data diagrams, data flows and corresponding metadata.
  • Assist in the development and implementation of various strategic data architecture initiatives around master data management, data quality, data management policies/standards, data governance, and metadata management.
  • Collaborate with other architectural disciplines to influence information architecture direction, technical and data design decisions.
  • Identify and recommend appropriate data sources to be used in solution development and delivery.
  • Educate other practitioners on the value of enterprise data management and supports adoption of best practices.

  • You must be a United States Citizen A 2-year probationary period is required for new Federal employees and supervisors. Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade Must be telework ready. Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: 1) modeling processes and data using architecture discipline and industry modeling standards; 2)conducting analyses to ensure architecture supports metadata management, financial auditability, and/or process reengineering; 3) developing, validating, publishing, maintaining logical & physical data models and 4) utilizing data management tools, including enterprise repository tools, data modeling tools, data quality tools, data mapping tools, and data profiling tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

This American Rescue Plan (ARP) term appointment will not exceed September 30, 2024.

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations. Some remote positions may require the employee's worksite to be within a specified geographic area to fulfill positions needs.

Term Employment: As a Term employee, you will not be covered be the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from AmeriCorps to other agencies in the competitive service of the federal government.
