Prosper Portland, the City of Portland's economic development agency, is seeking a proven economic policy and communications strategist with advanced leadership experience to guide the agency's Equity, Policy, and Communications (EPC) department. This position will serve as an ambassador for the agency, building collaborative partnerships with city council members, leading innovative policy development, and leveraging data through storytelling to advance shared prosperity for all Portlanders. 


The EPC Director will oversee and direct economic research, quantitative and qualitative data collection and analysis, and report to inform and measure the effectiveness of Prosper Portland’s programs. As an agency ambassador and storyteller, the ideal candidate must be able to effectively communicate Prosper Portland’s priorities and impact through a comprehensive narrative including internal and external messaging, brand management and marketing focusing through a lens of racial equity. 

This position reports to the Executive Director and leads the managers and professional staff of the Equity, Policy, and Communications Department. The EPC Director is also a member of the executive team and works closely with other Prosper Portland departments to support initiatives that encourage inclusive economic growth and vibrant, healthy Portland communities.

Functions and Responsibilities

Essential Functions and Major Responsibilities 

  • Develops and oversees the implementation of cross-functional strategies, policies, and initiatives that supports the agency’s mission to drive shared prosperity and advance racial equity.  
  • Defines and builds strategic partnerships with stakeholders (e.g., City Council, City and State agencies, elected officials, private and public partners, community associations, etc.). 
  • Cultivates authentic relationships with community members and partners to facilitate inclusive public engagement and access in Prosper Portland’s projects and programs. 
  • Leads agency’s political strategy, building broad coalitions and working closely with partners to support the advancement of shared goals.  
  • Serves as an agency ambassador and represents Prosper Portland on committees, at events, and with other organizations.  
  • Oversees a comprehensive communications strategy, including internal and external messaging, brand management and marketing, content design and production across all forms of media. 
  • Oversees and directs economic research, quantitative and qualitative data collection and analysis, and reporting to inform and measure the effectiveness of Prosper Portland’s work.  
  • Produces and champions the narrative and storytelling that illustrate the agency’s priorities and impact.  
  • Provides guidance and methodology for Prosper Portland’s Equity Framework; serves as Executive Sponsor of Board-approved Prosper Portland Equity Council.  
  • Leads, empowers, and mentors the EPC Department staff; manages team in a collaborative manner that supports staff development and unlocks their innovative potential.
  • Plans, organizes, directs, and evaluates the performance of the department’s managers and their staff.  
  • Partners on budgets, programs, projects, initiatives and opportunities with other departments and teams.  
  • Provides oversight for all department programs and initiatives and monitors performance.  

Additional Responsibilities & Functions 

  • Oversees the process for investigating, analyzing, and establishing Tax Increment Finance districts. 
  • Oversees the budget and process for strategic community giving.  
  • Performs other related duties as assigned. 

Job Scope 

  • Provides leadership and overall direction to the Equity, Policy and Communications Department. 
  • Manages and motivates the department, creating and maintaining a positive work environment, and supporting staff development. 
  • Serves as a member of the Executive Team, supporting, developing, and achieving Prosper Portland internal and external equity objectives. 
  • Accountable for department performance, including budget management, project/program delivery, compliance with internal policies and procedures, and ethical and legal conduct of staff.  
  • Exercises sound judgment and political acumen, working within complex and changing legal, political, and governmental environment.  
  • Operates independently with minimal supervision, demonstrates personal initiative, and works closely and collaboratively with counterparts within and outside Prosper Portland.  
  • Makes decisions that may have significant impact financially, politically, and/or with public opinion. 
  • Controls sensitive/confidential information, requiring discretion, high levels of tact, and confidentiality.  
  • Frequently represents and speaks for the agency in public settings and with media.  
  • Executes contracts with signature authority of up to $50,000. 

Supervisory Responsibilities 

This position provides leadership and direct supervision of managers and professional staff as well as consultants as needed. 

Leadership Responsibilities 

Position serves on Executive Team and as a spokesperson for the organization and is responsible for articulating the values and culture of Prosper Portland. Position is formally required to act as a role model for others, and to present the organization in a positive fashion.

This position leads a team of managers and staff within the Equity, Policy and Communications Department (EPC), which is responsible for strategies, projects, and initiatives related to racial and social equity, communications, community engagement, agency governance, data collection, reporting, and outcomes. As a member of the Prosper Portland Executive Team, this position demonstrates thoughtful leadership, an unwavering commitment to racial equity, and works with partners across the agency and throughout the region to support a thriving economy.

Qualifications & Education

Minimum Knowledge and Skills 

  • Demonstrated ability to manage key strategic initiatives from conception to completion.  
  • Advanced ability to engage with, develop, and execute public policies and related strategies.  
  • Knowledge of best practices, models, and tools to embed racial equity within policies, projects, and public engagement.  Ability to lead and advance racial equity initiatives.  
  • Knowledge of qualitative and quantitative data analysis techniques; ability to interpret data and use data storytelling and narrative building to effectively communicate findings.  
  • General knowledge of communications, media strategies, brand management, and marketing. 
  • Highly experienced in complex problem solving and sound decision-making on policy and political issues; ability to apply creative and innovative solutions.   
  • Demonstrated ability to navigate complex political environments; tactful and diplomatic in dealing with sensitive, complex, and confidential matters.  
  • Demonstrated leadership skills including the ability to develop and nurture a healthy and collaborative team environment, support management and staff, and provide strategic direction.  
  • Excellent interpersonal skills with the ability to build trust and inspire confidence. 
  • Ability to cultivate trusting relationships and collaborative partnerships with a variety of internal and external parties.  
  • Ability to apply culturally responsive practices to understand, communicate, and work with people across cultures and identities. Models inclusivity in one’s interactions and decisions.  
  • Superior verbal and written communication skills including strategic messaging, active listening, facilitation, conflict resolution, and public speaking. 
  • Knowledge of public administration, budgeting, accounting, and customer relationship management.  
  • Proficiency in computer applications including Excel, Word, and PowerPoint. 

Required Education and Experience 

Ten or more years of experience in public administration, public policy, business administration, community/economic development, or equivalent discipline. A minimum of five years of management or leadership experience in a related field 

Demonstrated success advancing racial equity within community development, public/private partnerships, public policy, or equivalent field. 

Preferred Education/Training and/or Experience 

Master’s degree in public policy, public administration, business administration or similar field. Experience managing people and working in or closely with the public sector. Ability to write and speak Spanish and/or other languages spoken in the city of Portland (e.g., Vietnamese, Chinese, Russian) is desirable. 

Physical Requirements 

Position requires the ability to remain in a stationary position and frequently move throughout the office, along with frequent travel to offsite meetings and events. Position often uses a computer and other standard office equipment. Position must communicate and interact frequently with internal and external contacts, often regarding complex issues.
