Team/Role Overview
The Markets Assessment Program team is part of the Markets Operational Risk and Control unit, which is in turn part of the Markets Risk & Control team. This team is mandated to establish and maintain a robust 1st Line of defense designed to minimize transaction processing risk within the business.
The Markets Assessment Program team is set up to assess high-risk processes and proactively identify gaps in the end-to-end design and operation of controls, covering all Markets businesses globally. Primary responsibilities include collaborating with Markets Senior Management and key stakeholders across the firm, including Subject Matter Experts (SMEs) and Firm-wide Business/Functional Owners, to deliver integrated high-risk process-led assessments, building and reporting of automated High Risk Process Metrics, conducting New Activity reviews, and governance and oversight of Delegated Trade Booking Authority.
What you will do:
- Carry out risk/materiality assessments in line with the framework by prioritizing high risks to determine target process inventory.
- Identify operational risk & regulatory SMEs and Firm-wide Business/Functional Owners and Participants, document firm-wide end-to-end processes, governance structures, and controls.
- Partner with Front Office, Operations, Finance, Technology, Legal, Operational Risk Management (ORM), and Independent Compliance Risk Management (ICRM) to design, implement, and deliver integrated global operational control assessments.
- Assess/test end-to-end risks and controls design to determine gaps in existing Managers’ Control Assessment (MCA) frameworks for in-scope processes.
- Identify control weaknesses & gaps, report results, raise issues (as needed), and track to resolution by collaborating with Markets Transformation to ensure issues have corresponding implementable actions and ownership through to closure, aiming for automation of enhanced controls where appropriate.
- Write reports including issues, overall control enhancements, and action plans in collaboration with key business stakeholders including Markets Management, Operations, ORM, and ICRM as appropriate.
- Complete projects within agreed timescales while keeping stakeholders up to date on progress and escalating any blockers.
- Contribute to creating a global, cross-regional, and cross-business team of highly skilled individuals with diverse experience in related disciplines. Cross-train junior/new members of the team.
- Provide assurance on the control design and performance for an area, at a global, regional, or sub-level.
- Collaborate with ICRM, ORM, and Internal Audit to support and respond to internal and external assessments.
- Create and submit timely governance updates on progress against the plan, key issues identified, and seek approval of forward-looking BAU assessments book of work at Risk and Control Committees.
- Review Markets ‘New Activity’ proposals for incremental ‘Processing Risk’, resolving queries with Front to Back partners, providing updates to Management, and approving on a timely basis.
- Build and report High Risk Process (HRP) metrics to senior management and the Processing Risk Committee, investigating and resolving threshold breaches.
- Write Business Requirement Documents (BRDs), perform User Acceptance Testing (UAT) for HRP metrics while collaborating with Technology, Transformation, Front Office, Operations, ORM, and Markets Risk & Control teams.
- Support Central Markets-wide governance and oversight of Delegated Trade Bookings in partnership with Front Office, Operations, and Risk & Control.
What we'll need from you:
- Strong understanding of operational processes, risks, and related controls associated with Markets businesses.
- Strong understanding of control design and effectiveness assessment techniques and practices.
- Experience in financial services; experience in planning, scoping, and/or leading execution of Internal Audit, Compliance, or First Line assurance projects.
- Strong communication skills required in order to negotiate internally, often at a senior level.
- Strong track record in project management implementation.
- Strong organizational, time management, and influencing skills.
- Demonstrates clear and concise written and verbal communication.
- Ability to articulate and collaborate for success with stakeholders.
- Extensive relevant experience.
