Choose from hundreds of career possibilities - there's something for everyone!</p> Summary: <p>The Personal Services Contractor (PSC) is located in the Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination, and Support Directorate (PDCS), Office of Design and Engineering (DE), Program Analyst logistics support team.</p> Major Duties: <p><strong>Design Research Studies</strong></p><ul><li>Leverage both quantitative and qualitative methods to evaluate the effectiveness of Design and Engineering programs.</li><li>Use insights to shape future operations, helping exceed established goals and objectives.</li></ul><p><strong>Make Impactful Assessments</strong></p><ul><li>Analyze program performance and design data to identify trends and impacts.</li><li>Provide critical recommendations to drive program success.</li></ul><p><strong>Build Bridges</strong></p><ul><li>Coordinate seamlessly with various organizations within OBO.</li><li>Facilitate cohesive and collaborative program efforts.</li><li>Engage in dynamic discussions and presentations of analyses, findings, and innovative alternatives to key stakeholders and decision-makers.</li></ul><p><strong>Visualize and Communicate Stories</strong></p><ul><li>Develop compelling data visualization tools to transform complex information into easily digestible insights.</li><li>Write and design detailed technical reports using advanced technology to communicate findings and recommendations effectively.</li></ul><p><strong>Conduct Financial Analysis</strong></p><ul><li>Provide essential analytical support to various programs.</li><li>Assist with budget planning, accounting, and tracking obligations.</li></ul><p><strong>Maintain Data Integrity</strong></p><ul><li>Implement rigorous internal control measures to safeguard organizational integrity.</li><li>Prevent unauthorized use or misappropriation of sensitive and classified materials.</li></ul><p style="font-weight: 400;">Ensure the highest standards of security and compliance</p> Who May Apply: Job Status: Full-Time NON-Permanent, Temporary Non-Status Position Duration Appointment: NON-Permanent, Temporary Non-Status Position, 1 year renewable for 4 years. Conditions of Employment: Must be able to obtain and maintain a Secret security clearance.Incumbent will be subject to random drug testing.U.S. Citizenship is required.Relocation expenses will NOT be paid.Statement of Employment & Financial Interest required prior to appointment. Education: <p>Bachelor’s degree in business administration, economics, computer science, management information systems, or related field or equivalent related experience.</p> Requirements: <p style="font-weight: 400;">Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. <strong>Qualifying specialized experience must demonstrate the following:</strong></p><ul><li style="font-weight: 400;">Proven experience in program analysis, particularly within a design and engineering context.</li><li style="font-weight: 400;">Strong analytical skills with the ability to leverage both quantitative and qualitative data.</li><li style="font-weight: 400;">Demonstrated knowledge of Windows programs, including key Office Suite applications.</li><li style="font-weight: 400;">Comprehensive knowledge of the mission, functions, and objectives of the Office, Bureau, and Department and their interrelationships</li><li style="font-weight: 400;">Proficiency in data visualization tools and techniques through written reports using software such as OBOLink, ProJet, SMART, MS Office Suite, and MS SharePoint.</li><li style="font-weight: 400;">Excellent communication and presentation skills to include proficiency in Adobe Creative Suite.</li><li style="font-weight: 400;">Solid understanding of financial management, travel, training, and other administrative regulations, policies, and precedents.</li><li style="font-weight: 400;">Commitment to maintaining data integrity and security.</li></ul><p>There is no substitute of education for specialized experience for the GS-13 position.</p> Qualifications: <p>Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
