This is advanced professional complex analysis and reporting system design, fiscal analysis, funds control and fiscal reporting work.
An employee in this class has responsibility for the development, design and implementation of complex analysis and reporting systems; the preparation, analysis and documentation for converting assigned cash accounting records to accrual-basis accounts for external audits; and the preparation, documentation, maintenance, and analysis of individual departmental budgets.
Works under the general direction of department or division management with considerable opportunity for the use of independent judgment. In all assignments, has full responsibility for designing and carrying out processes to meet major fiscal analysis, control and reporting requirements.
Builds and maintains custom reports within the City's Financial and Budget software systems. Conducts independent research and analysis work for various projects related to financial and budget reporting and controls. Creates and maintains internal records including process records and training documentation. Administers employee training as needed. Maintains, analyzes and reports on fiscal activities of assigned City departments/divisions. Prepares and distributes reports on revenues and expenditures by funds. Prepares annual divisional budgets and monitors the maintenance of all fiscal records. Performs complex revenue and expenditure cost analysis and funds control studies. Prepares portions of the City's annual comprehensive financial report (ACFR). Performs internal review and oversight. Develops and installs complex cost analysis, overhead analysis, and statistical and fiscal reporting processes. Performs related work as required.
Graduation from an accredited college or university with a baccalaureate degree in accounting or finance and a minimum of three years of post-baccalaureate paid experience in fiscal analysis, funds control and fiscal reporting work, with at least one year at the advanced level.
Thorough knowledge of the principles, practices and procedures of accounting, auditing and public fiscal management. Thorough knowledge of municipal budgeting and funding systems. Thorough knowledge of federal, state and municipal laws, regulations, ordinances and decisions governing or bearing on public funds administration. Knowledge of database concepts, uses, and design.
Skill in the use of computerized financial software. Skill in translating technical terminology into terms understandable to users. Skill in designing, establishing and maintaining complex records and reports. Skill in carrying out detailed fiscal analysis to manage multiple funding control, to formulate recommendations from analysis and research and to compile and prepare complex fiscal and statistical reports. Ability to establish and maintain working relations with persons at all levels of the public and private sectors. Ability to train others in all aspects of the work. This is a classified position.
The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.
NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
