Overview Address: Raleigh, NC 27601 Work Model: Primarily ON-SITE (phone consultation required when not onsite) Employment Type: Part-Time Hours/Week: 20-30 hours / week Schedule: 3-5 days / week (exact days / hours finalized after contract award) Facility Operating Hours: Monday-Friday, 7:30 AM - 4:15 PM Contract Term: Initial contract duration 1 to 3 years; Renewal options up to two (2) additional one-year renewals; Optional extensions up to 180 days Role Summary Medical Director / On-Site Physician to provide medical oversight and occupational health services. The selected physician will deliver employer-directed medical care including evaluations and treatment of work-related injuries/illnesses, medical oversight of clinic operations, and performance of required safety-sensitive physical exams for City employees. This role also serves as the Medical Review Officer (MRO) for drug and alcohol testing programs and supports Workers' Compensation, ADA accommodation guidance, and return-to-work recommendations. Key Responsibilities The selected physician will: Medical Oversight & Clinical Leadership Provide medical oversight and direction for Employee Health Center (EHC) operations Oversee staff clinical workflow, medical documentation practices, and quality standards Ensure compliance with medical and regulatory requirements Occupational Health Services Evaluate and treat work-related injuries and illnesses Provide return-to-work recommendations Support case management, follow-up care, and occupational health determinations Required Physicals & Exams Pre-employment physicals DOT / CDL physicals (must be conducted by an FMCSA-certified examiner) Police physicals Firefighter & safety-sensitive physicals Must align with NFPA 1582, NCDOJ, and FMCSA compliance where applicable Medical Review Officer (MRO) Serve as MRO for drug and alcohol testing Provide interpretation and review of test results Ensure proper documentation, confidentiality, and compliance Clinic Support Services Oversight of laboratory testing, vaccines / immunizations, and medical records management Support Workers' Compensation programs including reporting and coordination Provide guidance on ADA accommodation reviews and fitness-for-duty determinations Compliance Requirements HIPAA OSHA NCDHHS NCDOT FHWA NCDOJ DOT/Federal compliance for CDL-related exams Minimum Qualifications Education: Medical Doctor (MD) or Doctor of Osteopathy (DO) Licensing: Active North Carolina physician license; must be in good standing with no disciplinary history Certifications: Medical Review Officer (MRO) certification – Required; FMCSA Certified Medical Examiner – Required for DOT/CDL exams (or must have access to an FMCSA-certified examiner if a medical group is proposed) Experience: Minimum 5 years physician experience; Occupational Health experience strongly preferred; Police & Fire physicals experience strongly preferred Recruiter Submission Template Note: This section includes template prompts intended for internal recruiting use and is not required for candidate submission here.
