Job Summary
The Lead Research Finance Analyst (Lead RFA) in the Department of Medicine (DOM)'s Division of General Internal Medicine (DGIM) will play a key role in leading the financial post-award unit. Utilizing extensive experience as a research financial administrator, the incumbent will oversee fiscal budget control, develop a continuous learning program, and standardize financial portfolio management. The incumbent is expected to manage a complex portfolio of contracts and grants, and act as a resource for others in the Division and on the team.
The responsibilities of the incumbent include, but are not limited to:
- Managing federal, state, and private contracts and grants, as well as gift and discretionary funds.
- Financial oversight and analytical analysis of complex portfolios.
- Facilitating and expediting the process of administering extramural funds for research faculty by developing budget plans and reconciling expenses against approved budgets.
- Creating monthly expense projections and generating projections based on actual expenditures.
- Preparing fiscal close reports and final reconciliation of costs.
- Troubleshooting overdrafts and appropriation issues.
- Ensuring compliance with award terms to minimize audit risk.
- Long-range planning and formulating innovative solutions to grant management problems.
- Coordinating between multiple individuals and sites/locations, navigating complex funding agency guidelines, and managing a high volume of transactions.
The position requires the incumbent to have a variety of highly specialized professional skills in grants and contracts, financial analysis, fiscal management, and research expenditure projections.
The incumbent is responsible for keeping the DGIM leadership and research investigator faculty Principal Investigators (PIs) informed of major changes in operational policies and procedures, and must be able to develop innovative solutions to business management. The incumbent is responsible for establishing and maintaining standards and procedures for the fiscal and administrative management of extramural and intramural funds in the Division.
As a critical partner to faculty research investigator PIs, the incumbent provides financial guidance and ensures adherence to policies, while balancing support for the PI with protecting the department and division against audit risks. The incumbent will play a key role in implementing best practices for post-award administration, such as developing workflows for grant management operations and processes to improve efficiency and ensure compliance.
The incumbent will serve as the team lead, providing oversight of monthly meetings and is responsible for resolving problems of a complex nature that arise during operations. The incumbent will supervise and train one finance analyst.
The Lead Research Financial Analyst (RFA) is responsible for providing high-level financial analyses and management to a defined group of faculty for their portfolio of sponsored awards. The RFA serves as the faculty's single point of contact for research financial issues and ensures that faculty are provided with high-quality, efficient, responsive, and responsible post-award research administration services.

The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $100,000 - $156,000 (Annual Rate).

Department Description
The Department of Medicine (DOM), with annual revenues of $417 million, is the largest department in the School of Medicine (SOM) at UCSF. The mission of the Department is research (basic and clinical), teaching, patient care, and public service. The Department has a decentralized organizational structure across four sites and 41 divisions housing over 600 faculty and staff.
The Division of General Internal Medicine (DGIM) within DOM has a wide range of clinical, research, and teaching responsibilities. DGIM's mission is to provide high-quality and accessible clinical care and medical teaching to physicians in training and to conduct cutting-edge research.
Required Qualifications
- Bachelor's degree in related area and/or equivalent experience/training.
- Minimum five years of experience in administrative analysis or operations research.
- Ability to manage high volume and complex transactions.
- Ability to perform highly complex financial analysis and customized reporting.
- Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities.
- Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies.
- Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
- Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
- Must have working knowledge of accounting systems, federal and state policies concerning allowable costs on extramural.
- Ability to interpret policy for others.
- Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus.
- Advanced knowledge of effective grant funding processes.
- Demonstrated ability to interpret and apply policies and regulations and problem-solve.
- Demonstrated ability to handle confidential information with tact and discretion.
- Demonstrated excellent organizational skills and planning.
- Ability to take initiative and follow-through independently on projects.
- Demonstrated strong interpersonal skills with an emphasis on tact and diplomacy.

Preferred Qualifications
- Previous working experience in academic environment.
- Knowledge of UC administrative accounting and purchasing policies and procedures.
- Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, and compliance requirements.
