Job Summary
The Lead Research Finance Analyst (Lead RFA) in the Department of Medicine (DOM)'s Division of General Internal Medicine (DGIM) will play a key role in leading the financial post-award unit. Utilizing extensive experience as a research financial administrator, the incumbent will oversee fiscal budget control, develop a continuous learning program, and standardize financial portfolio management. The incumbent is expected to manage a complex portfolio of contracts and grants, and act as a resource for others in the Division and on the team.
The responsibilities of the incumbent include, but are not limited to, managing federal, state, and private contracts and grants, as well as gift and discretionary funds; financial oversight and analytical analysis of complex portfolios; facilitating and expediting the process of administering extramural funds for research faculty by developing budget plans and reconciling expenses against approved budgets; creating monthly expense projections and generating projections based on actual expenditures; preparing fiscal close reports and final reconciliation of costs; troubleshooting overdrafts and appropriation issues; ensuring compliance with award terms to minimize audit risk; and long-range planning and formulating innovative solutions to the full range of grant management problems, which are frequent due to continuous program changes, unpredictable fund sources, and a wide network of collaborators internally and externally. This requires coordination between multiple individuals and sites/locations, navigation of complex funding agency guidelines, and managing a high volume of transactions. The position requires the incumbent to have a variety of highly specialized professional skills in grants and contracts, financial analysis, fiscal management, and research expenditure projections.
The incumbent is responsible for keeping the DGIM leadership and research investigator faculty Principal Investigators (PIs) informed of major changes in operational policies and procedures, and must be able to develop innovative solutions to business management. The incumbent is responsible for establishing and maintaining standards and procedures for the fiscal and administrative management of extramural and intramural funds in the Division. As a critical partner to faculty research investigator PIs, the incumbent provides financial guidance and ensures adherence to policies, while balancing support for the PI with protecting the department and division against audit risks. The incumbent will play a key role in implementing best practices for post-award administration, such as developing workflows for grant management operations and processes to improve efficiency and ensure compliance.
The incumbent will serve as the team lead, providing oversight of monthly meetings and is responsible for resolving problems of a complex nature that arise during operations. The incumbent will supervise and train one finance analyst.
The Lead Research Financial Analyst (RFA) is responsible for providing high-level financial analyses and management to a defined group of faculty for their portfolio of sponsored awards. The RFA serves as the faculty's single point of contact for research financial issues and ensures that faculty are provided with high-quality, efficient, responsive, and responsible post-award research administration services.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $100,000 - $156,000 (Annual Rate).

Department Description
The Department of Medicine (DOM), with annual revenues of $417 million, is the largest department in the School of Medicine (SOM) at UCSF. The mission of the Department is research (basic and clinical), teaching, patient care, and public service. The Department has a decentralized organizational structure across four sites (Mount Zion (MZ), Parnassus Heights (PH), San Francisco Veterans Affairs Health Care System (SFVAHCS), and Zuckerberg San Francisco General (ZSFG)) and 41 divisions housing 613+ faculty, 160 non-faculty academics, 382 residents/fellows, 92 post-doctoral staff, and 1000+ staff. Authority and accountability for the Department rest with the Department Chair who heads the PH and MZ sites and directs the Vice Chairs at the SFVAMC and ZSFG sites. The DOM has an annual budget of $484M across three sites with over 2,000 employees. The DOM comprises 22% of all UCSF faculty, 29% of the School of Medicine's (SOM) faculty, and 20% of the SOM budget. The department has been the number one recipient of NIH research dollars. The DOM has 17 ACGME and 15 non-ACGME fellowship programs, and its internal medicine residency has consistently been ranked as one of the top programs in the country.
The Division of General Internal Medicine (DGIM) within DOM has a wide range of clinical, research, and teaching responsibilities. DGIM's mission is to provide high-quality and accessible clinical care and medical teaching to physicians in training and to conduct cutting-edge research in the aspects of health outcomes related to socioeconomic and ethnic factors. The Division has over 75 faculty and more than six independent research groups or programs.
Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training.
- Minimum five years of experience in administrative analysis or operations research.
- Ability to manage high volume and complex transactions.
- Ability to perform highly complex financial analysis and customized reporting.
- Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
- Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
- Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
- Must have working knowledge of accounting systems, federal and state policies concerning allowable costs on extramural.
- Ability to interpret policy for others.
- Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
- Advanced knowledge of effective grant funding processes, procedures and techniques
- Demonstrated ability to interpret and apply policies and regulations and problem-solve.
- Demonstrated ability to handle confidential information with tact and discretion, ability to exercise good judgement, identify problems, and seek appropriate resolutions.
- Demonstrated excellent organizational skills and planning. Agile learner with demonstrated ability to manage several projects simultaneously and respond rapidly to conflicting priorities.

Preferred Qualifications
- Previous working experience in academic environment.
- Knowledge of UC administrative accounting and purchasing policies and procedures.
- Advanced ability to create and train grant writing and other communications skills in a variety of styles to ensure securing grant funding required.
- Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
- Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
