JOB TITLE: Vice President of Strategy and Policy

REPORTS TO: President
The Vice President of Strategy and Policy will develop, communicate, and execute Kawerak’s strategic plan to enhance strategic initiatives and meet the organization’s goals. The Vice President of Strategy and Policy will be responsible for coordinating activities around advocating for policy changes for Kawerak and the region’s 20 tribes.
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Responsible for managing Kawerak’s long range planning process; works with board and staff to update Kawerak’s long rang plan on a regular basis. Contributes to strategic and program development.
- Develops working relationships with key leadership to form effective partnerships. Analyze and evaluate program effectiveness to measure success that can be effectively communicated to Kawerak staff, Board of Directors, and key stakeholders.
- Works with EVP of Operations and EVP of Administration to assist in developing activity plans, short-term and long-term initiatives.
- With Vice Presidents, translates the corporate strategic plans into strategic and operational plans for all departments. Partners with the leadership team to define the strategic vision and brings that vision to life.
- Supports planning, development, implementation of short and long-range plans or initiatives.
- Provides supervision and oversite to Division grant writers.
- Identify and coordinate service expansion needs in and out of region for tribal members.
- Coordinate and prioritize policy priorities identified by Kawerak Board of Directors and region’s 20 tribes.
- Provide staff support to the Bering Strait Leadership Team to identify regional priority needs. Assist with identifying regional priorities and implementation of priorities. Advocate for regional priorities as appropriate.
- Coordinate requests for tribal consultation regarding policy priorities with municipal, state, federal, and international agencies.
- Prepare reports, talking points, and presentations related to policy priorities. Assist with the preparation of briefings, testimony and correspondence for those who might have roles within the legislative or public policy process. Initiate correspondence for the President in responding to questions concerning known Kawerak policy positions.
- Develop a coordinated response to tribal, municipal, state, federal issues, challenges, opportunities and concerns. Coordinate response with Kawerak’s Communication director.
- Conduct policy research and monitor legislative/governmental activities that could impact Kawerak or the region’s 20 tribes. Provide recommended action.
- Conduct research; analyze data and policies; draft recommendations and prepare reports on local, state, federal, and international policy issues related, as needed.
- Monitor, understand, analyze and track state, federal, and international legislation that impacts or could impact Kawerak and the region’s 20 tribes.
- Coordinate Kawerak regional community engagement activities at the local level.
- Keep President and Board apprised of any related bill activity, movement or amendments through written or oral communications.
- Attend regularly scheduled meetings with the Alaska Regional Coalition group Kawerak participates with during the Legislative session. Keep abreast of State legislation that may impact the region. Identify areas of priority for Kawerak response. Keep key staff aware of legislation that may impact their program or service.
- Create a library of comments and testimony organized by topic.
- Maintain and develop positive relationships with policymakers and key state or federal personnel.
- Answer inquiries regarding Kawerak priorities.
- Attend state, national, and international consultations and meetings as necessary.
- Attends Board meetings with the President to report to the Kawerak, Inc. Board of Directors.
- Other duties as assigned.
QUALIFICATIONS:
- BA or Four years of planning and administrative experience. A degree in political science or public administration preferred.
- Two years of management and supervisory experience required.
- Excellent writing, budgeting, research, supervision and communication skills.
- Must possess basic computer knowledge and skills in Internet usage, Word, Excel and Windows.
- Ability to analyze and provide direction to implement complex regulations, statutes, policies and procedures.
- Experience building and managing a team in a diverse organization and departments.
- Ability to develop, use metrics and analytics. Ability to identify and secure alternative funding sources. Ability to develop, plan, and implement short- and long-range goals.
- Ability to work well under pressure and with other people.
- Proven ability to diagnose problems and drive appropriate solutions.
- An ability to build trust and credibility across the company to encourage an open door and open communication environment.
- Must be willing and able to travel.
- This position is subject to requirements regarding criminal and civil child protection history established by Kawerak as incorporated from the Alaska Barrier Crimes Act AS 47.05.310-47.05.390, 7 AAC 10,900-10.990 A background check clearance required. Kawerak’s requirements based on Alaska Barrier Crimes Act requirements apply and must be complied with at all times in order to remain in the position.
