This is a Position-Based Test conducted in accordance with CSC Rule 111A.
The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California.
Under general direction, the Assistant Deputy Director for Waterfront Development manages the nonmaritime aspects of the Port’s real estate portfolio and supports the Port Executive Director on strategic initiatives, annual portfolio goals and objectives. This position directs development project managers responsible for public-private partnership development projects along the Port’s 7 ½ miles of waterfront property, including financial, regulatory, legal, and community acceptance aspects.
The essential functions of this position include:
- Conceptualizes and manages difficult and complex public-private partnerships to redevelop select waterfront properties which entails establishing project objectives and goals; and soliciting and evaluating development proposals and teams.
- Directs and coordinates subordinate development project management staff which consists of overseeing development projects from conception and private partner solicitation through the regulatory approvals and construction process.
- Negotiates and administers complex real estate transaction agreements, including exclusive negotiation agreements, development agreements, long-term master leases and sale and exchange agreements.
- Identifies and secures public financing sources in support of eligible components of projects and develops approval documentation to access them within the project framework.
- Leads in-depth financial analysis of all Port long-term real estate leasing and development opportunities.
- Represents the Port on public-private partnership projects to developers, regulatory agencies, other City departments, advisory committees, community groups, industry organizations, the media, Port Commission and Board of Supervisors.
Education
Possession of a baccalaureate degree from an accredited college or university with major course work in real estate, finance, analytics, statistics, business, economics, law or related field; AND
Experience
Seven (7) years of progressive responsible experience in real estate development or project management.
This experience must include the following:
- Three (3) years’ experience analyzing, negotiating, and working public-private partnership development projects; AND
- Three (3) years experience with responsibility for the direction and coordination of staff and/or client team members engaged in development projects and/or commercial property leasing.
License
Possession of a valid California driver’s license (to be presented at time of appointment).
Substitution
Education Substitution: Additional years of experience as described above may substitute for the required degree on a year for year basis, up to two years of the required education.
Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)
