Position and Salary
The Attorney General’s Office is recruiting for a permanent full time Fiscal Analyst 4 in the Financial Services Division. This position is located in Tumwater, Washington, and is not union-represented.
Salary range: $58,380 - $78,468
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:
- Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
- Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.
About the Financial Services Division:
The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. Our primary goal is to protect and enhance the financial health and resources of the Office of the Attorney General including providing efficient, centrally located accounting, budgeting, payroll, contracts and grant services and management. We produce top quality work in a manner that contributes to the mission of the AGO to be the best public law office. FIS ensures that the reporting and transmission of agency financial information is complete, accurate and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting, payroll, contracts and purchasing functions. FIS contains three main sections: Accounting, Contracts and Budget.
Duties and Essential Functions of a Fiscal Analyst 4:
The Fiscal Analyst 4 in the payables unit is a principal assistant to the purchasing and payables supervisor, Fiscal Analyst 5, with the maintenance and updates to established policies and procedural changes, create recommendations for development of new policies as changes develop in statewide accounting.
Supervision: Assigns duties, distributes and coordinates workloads and assignments for 3 professional level staff in the Accounts Payable unit. This includes development of Performance Development Plans (ePDP’s), Interim Reviews, Year-end 360 Degree Feedback, updates to Position Description Forms (PDF’s), schedule changes and adjustments, and other employee related concerns in conjunction with the Purchasing and Payables Supervisor.
Accounts Payable: Review and approval authority for payments for all programs, OFM records, the payment and reconciliation of statewide vendors, accounts payable records and electronic funds systems, purchasing cards, contract payments and all reimbursements. Reviews and analyzes AFRS reports to respond to inquiries from vendors and general ledger reports for agency personnel concerning expenditures. Ensures that pay documents are coded appropriately, consistently, accurately and on a timely basis.
Contracts Payment: Reviews and approves contract payments ensuring compliance with specific AGO contracts, DES contract and procurement rules and regulations and OFM rules and regulations.
Travel: Review and approve travel reimbursement requests. Ensures compliance with state and federal travel rules and regulations.

Qualifications:
Positions typically require a Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and three to four years of relevant professional experience. Additional professional experience may substitute year-for-year for education, but not for the credit hours. A Master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or management Accountant can be substituted for the professional experience.
SKILLS AND ABILITIES:
Knowledge of OFM’s policies and procedures; knowledge of DES purchasing rules, regulations and databases; knowledge of the IT purchasing contracts; knowledge of the AFRS and ECMS systems; understanding of agency mission; ability to deal effectively with difficult people and stressful situations; knowledge of product market; knowledge of various office equipment.
