Overview of Business Information and Technology Services (BITS)
The Business Information and Technology Services (BITS) department plays a pivotal role in supporting the agency's mission by providing innovative and efficient technology solutions. BITS is responsible for ensuring the seamless operation, security, and advancement of SANDAG’s IT infrastructure and business information systems. The BITS department is dedicated to fostering a secure, reliable, and innovative IT environment that empowers SANDAG to achieve its objectives and better serve the community. Through strategic planning, robust cybersecurity, and a commitment to excellence, BITS ensures that SANDAG remains at the forefront of technology and information management.
Role
The Director of Business Information and Technology Services (BITS) provides technology vision and leadership by setting objectives and strategies that support the mission of the Agency, bringing together local decision-makers to develop solutions to regional issues including improving equity, transportation, air quality, clean energy, economic development, goods movement, public health, public safety, housing, and more. In collaboration with the CEO and senior executive team, the Director devises and directs the Agency's technology strategy and ensures that all systems necessary to support its operations and objectives are in place. The Director selects and implements suitable technology to streamline all internal operations to help optimize their strategic benefits and improve customer experience. The Director is an influential leader who inspires, motivates, and guides others towards an understood goal, continually leading by example and making technology 'easy' for the customer.
- Assume full management responsibility and leadership for Business Information and Technology Department programs, projects, services, and activities, including IT Service, IT Infrastructure, Software Development Solutions, and the Technology Program Management Office.
- Direct, plan, manage, and coordinate the development and implementation of Business Information and Technology Department goals, objectives, policies, and priorities; establish, within SANDAG policy, appropriate service and staffing levels; allocate resources accordingly.
- Select Business Information and Technology Department personnel; assign and review the work of management, supervisory, professional, technical, and administrative support staff; establish employee performance expectations and evaluate performance; provide or coordinate employee training; work with employees to improve job-related skills and competencies; provide guidance to managers with the implementation of discipline and performance improvement plans if necessary.
- Meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods, procedures, and necessary resources.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
- Direct, plan, manage, and coordinate the Business Information and Technology Department portions of the annual SANDAG Program Budget; direct the forecasting of additional funds needed for staffing, resources, equipment, and/or supplies; direct the monitoring and approval of expenditures; direct the preparation and implementation of budgetary adjustments as necessary.
- Represent the Business Information and Technology Department to other SANDAG departments, the Board of Directors, Policy Advisory Committees, elected officials, outside agencies and organizations, and/or community groups; explain and interpret Business Information and Technology Department programs, policies, and activities.
- Participate in the development of agendas for Board of Directors, Policy Advisory Committee, and working group meetings; oversee and coordinate the preparation of agenda reports and staff presentations.
- Prepare and present written, oral, and visual reports to the Board of Directors, Policy Advisory and stakeholder committees, outside agencies and organizations, and/or community groups.
- Contribute as an active member of the SANDAG Executive Team to formulate appropriate policies and strategies.
- Oversee the acquisition, implementation, and management of hardware, software, networks, office productivity applications, communications tools, and related technology systems.
- Oversee the development, maintenance, and management of websites and applications for SANDAG and its programs, plans, and projects.
- Oversee the IT Governance program and provide strategic leadership for the development and implementation of technology solutions that support overall agency effectiveness.
- Analyze the effects of new legislation on Business Information and Technology Department programs, projects, and services.
- Support the preparation, administration, and implementation of the Regional Plan and other key SANDAG initiatives.
- Conduct a variety of organizational and operational studies, investigations, audits, and reviews; recommend modifications to Business Information and Technology Department programs, policies, and procedures, as appropriate.
- Coordinate Business Information and Technology Department activities with those of other departments and outside agencies and organizations; respond to, negotiate, and resolve sensitive, significant, and controversial issues.
- Provide complex staff assistance to the Executive Director and Senior Leadership Team.
- Participate on a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information technology.
- Perform related duties and responsibilities, as assigned.
- A Bachelor's degree from an accredited college or university, with major course work in information technology, business administration, or a related field. A Master’s degree is desirable.
- Eight years of increasingly responsible, professional information technology experience, including four years of supervisory and management experience.
- Ability to provide administrative, management, and professional leadership and direction for the Business Information and Technology Services Department, and SANDAG in general.
- Experience with developing, implementing, and administering goals, objectives, and procedures for providing effective and efficient programs and services.
- Ability to plan, organize, direct, and coordinate the work of management, supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.
- Experience with selection and supervision of staff; providing training and development opportunities; ensuring work is performed effectively; evaluating performance in an objective and positive manner.
- Ability to gain cooperation through discussion and influence.
- Establish, maintain, and foster effective team spirit and collaboration between departments and employees.
- Actively listen and discern common interests to reach mutually agreeable solutions and outcomes.
- Effectively communicate strategies to the IT team, executive leadership, SANDAG staff, and the Board of Directors.

- Experience in preparing clear and concise administrative and management reports.
- Ability to establish and maintain cooperative working relationships with those contacted in the course of business, including member agencies, city and other government officials, community groups, and the public.
- Ability to develop, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to Business Information and Technology Services Department programs, projects, and activities.
- Experience in preparing and administering large and complex budgets; allocate limited resources in a cost-effective manner.
- Ability to delegate and empower teams while retaining an eye for detail; act as a catalyst for cross-fertilization of ideas/practices across teams and divisions/departments; focus on using employee satisfaction as an engine to drive customer satisfaction.
- Experience in a fast-paced, professional office environment and balancing multiple projects and deadlines.
- Demonstrated effective use of computer systems, applications, and modern business equipment to perform a variety of work tasks.
