Overview
ABC+: Advancing Basic Education in the Philippines is a five-year project with the Department of Education (DepEd) funded by the United States Agency for International Develop (USAID) and implemented by RTI International that started in July 2019. ABC+ has been awarded a two-year extension period, from July 2024 to June 2025. The project aims to improve literacy, numeracy, and socio-emotional skills for children in the early grades (K-3) by providing teacher trainings, developing localized instructional materials for teachers and supplementary reading materials for students while also forging partnerships with LGUs and the private sector to support and sustain improvements in K-3 education. ABC+ project areas include Region V, Region VI, and Maguindanao I and II divisions in BARMM. Expansion areas include NCR, Region IV-B, and Region XII.
In October 2024, ABC+ will conduct a Coaching and Mentoring (CAM) activity for selected instructional leaders in SDO Camarines Norte. This is in response to the requested technical assistance of the Division based on their identified priority areas, one of which is on instructional supervision. The sessions aim to enhance instructional leaders’ knowledge and commitment to instructional supervision as a core component of instructional leadership. There will also be a detailed discussion about the ABC+ developed observation tool for literacy and numeracy which the school heads will implement afterwards. Additionally, the sessions will focus on observation data to support instructional planning and teacher professional development, along with improving the participants’ giving and receiving feedback skills.
ABC+ seeks an Instructional Leaders’ Professional Development Consultant to facilitate specific sessions on instructional supervision, with focus on literacy and numeracy strategies as well as the processes of giving and receiving feedback.
Responsibilities
Facilitate and conduct the following sessions:
a. Purpose and Principles of Instructional Supervision
b. Qualities of a Good Instructional Leader
c. The School Head as a Literacy and Numeracy Leader
d. Giving and Receiving Feedback
Develop and submit a session guide for each topic with accompanying presentation materials. Write a brief report on the conduct of the training highlighting insights and providing recommendations for future related activities. Participate in a debriefing session at the end of each day. Attend pre-activity meetings/briefings of ABC+.
Duration of the contract
The duration of the contract will be from September - October, 2024.
Location of Assignment
The sessions will be conducted in Camarines Norte. The consultant can work remotely on the session guides and presentation materials.
Supervision and Reporting
The ABC+ Education Systems Strengthening Specialist and/or IR3 Team will supervise the work and coordinate with the consultant during the engagement period.
Invoicing and Payment
ABC+/RTI International will be paid after the final submission and approval of the output. Payment is subject to applicable taxes. ABC+/RTI International will also cover travel expenses, such as land transportation and airfare, accommodations, and meals for this engagement.
Qualifications
Bachelor’s Degree in Education/Early Childhood Education or a related field with at least 7 years of relevant experience or familiarity with developing training design and manual on early literacy or Master’s degree in related field is desired with at least 5 years’ experience Experience in DepEd project engagements, specifically on training of instructional leaders. Familiarity in different learning delivery modalities for early grades, an advantage. Experience in developing instructional design and module development. Proven ability as a trainer/facilitator. Strong interpersonal skills and ability. Ability to work in a team is essential. Strong oral/written communication skills Ability to work independently and effectively as a team member Equipped with necessary tools, equipment, and supplies to effectively engage with the team and accomplish tasks required Must be professionally proficient and fluent in written and spoken English. It is preferred, but not required, that the candidate be conversant and fluent in Filipino and/or other local languages
