Prison Education Service Analyst, SEO, Analysis Directorate Ministry of Justice
1. Overview
We have 2 roles in the Reducing Reoffending Business Partnering team, within the Analysis Directorate.
Roles are open to:
- Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion.
- Other candidates that are not members of GSS, GORS, GSR, GES professions but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.
Specialist allowance
Due to the role(s) being analytical, those successful in recruitment will be eligible for a specialist allowance following an analytical interview based on the following values:
- SEO London: £500
- SEO National: £1500
Minimum requirements to apply:
Candidates must be able to show the relevant experience and skills and must meet the criteria for entry:
SEO grade:
- You have significant work experience (usually a minimum of three years) evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this.
We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office.
Interviews are likely to take place in October 2024 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

3. What you’ll do
An exciting opportunity has arisen to provide analytical support for the new Prisoner Education Service (PES). PES is scheduled to come online in full in Autumn 2025, replacing the current Prison Education Framework (PEF). We require two SEO analysts to finalise the development of performance measures, KPIs and management information (MI) for the PES contract. You will gain an understanding of the existing data and work to improve datasets in an effective way; negotiating with operational and policy stakeholders; supporting performance metric and KPI development; as well as providing authoritative data, management information, topic expertise and insight for analytical, policy and operational teams. You will ensure sound analytical principles are met by the programme.
Once the contract is live it is anticipated that the role will evolve to lead on the management of regular analysis, performance reporting and provision of MI. You will work to the statistics code of practice to produce official statistics reports, ensuring the contractual KPIs are reported in a clear and transparent way.
Within the role, you will get the opportunity to develop coding skills with large datasets, as well as communication and stakeholder engagement skills.
4. Who you are
The following experience and skills will be required :
- A strong analyst who can use data to solve complex problems and influence change, ensuring all analysis is thoroughly quality assured and documented.
- An excellent communicator, both written and orally, with experience of presenting data.
- Strong interpersonal skills, able to build and maintain strong relationships with stakeholders.
- A self-leader with strong organisational skills.
The following experience and skills are desirable :
- Knowledge of the prison education system.
- Knowledge of the existing prison data systems.
- Experience of developing performance measures.
- Experience of coding, particularly in R and SQL.

5a. Selection Process
There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.
Those who make it through the initial sift will be invited to a Civil Service Success Profile interview.
The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.
