About The Role
As the Head of HR you will be accountable for the leadership and management of the HR function, working in partnership with the OD Lead, and more widely the Head of Business Support and the wider Trust Senior Leadership Team. Directly managing a number of managers within the service, you will drive continuous improvement and professional development across the spectrum of HR services. This is a varied role that will oversee recruitment and onboarding, policy development and implementation, HR Business Partnering, Advisory and Helpdesk, Industrial and employee relations, pay and reward including job evaluation, employee health, wellbeing and voice, and the provision of a high performing operational HR service.
Key Responsibilities
- Proactively lead and develop a high performing HR function, working in partnership with the People and Talent SLT, and more broadly across the Trusts Leadership Team
- Oversee the delivery of a core HR offer, including the maintenance of appropriate staff records, responding to people related queries on a daily basis and providing advice, support and guidance to employees
- Use a strategic approach to identify opportunities to develop new ways of working, digitalising processes and systems to best meet the needs of our managers and employees
- Oversee HR Business Partnering, Advisory and Helpdesk services providing expert advice and support to leaders and managers which enables them to focus on the delivery of services for the children and families of Bradford
- Managing complex employee relations, ACAS and ET cases in line with employment legislation and in collaboration with the legal team
- Develop and maintain effective partnership relationships with Trade Unions and through the Industrial Relations Framework drive appropriate consultation and engagement, and the management of employee relations, workforce policy and pay and reward ensuring that all significant legislation and regulatory issues
- As a member of People & Talent SLT, work with the Director of People and Talent and other SLT colleagues to contribute to the delivery of the People & Culture Plan and other deliverables in support of the Trusts Business Plan
- Develop and implement cross cutting HR projects, as outlined in the Trusts People and Culture Plan
- Actively manage the relationship with customers to provide oversight and guidance through strong working relationships, ensuring that service decisions are informed by strategic HR data analysis to determine customer needs and provide recommendations utilising a combination of industry knowledge, tools, and technology
- Proactively liaise and work closely with colleagues across the Trust to develop, deliver and commission a suite of integrated people related offerings which enables customers to meet their strategic service plans and deliver Business Plan outcomes
- Work closely with the Interim Pay and Reward Consultant to review and embed a Trust Pay and Grading Framework, including a job evaluation methodology
- Drive the development of the Trust’s approach to health and wellbeing and working in partnership with wider colleagues contribute to the development of an Employee Voice Strategy.
- Deputise for the Director of People & Talent as required and represent the Trust at local, regional and national level to promote the Trust and the development of excellent HR & Workforce services and efficient public services.
- Undertake additional / alternative activities as required to meet Service and Trust needs.
About You
- Relevant professional qualifications e.g. CIPD and associated Membership of professional body
- Comprehensive knowledge and understanding of strategic and operational HR, employment and equalities legislation, reward and recognition, and people related change
- Experience of leading and managing a comprehensive HR service, ideally within the public sector
- Extensive experience in HR policy, procedure and process development
- Strong analytical skills with the ability to research, interpret, and synthesize complex information.
- Exceptional written and verbal communication skills
- Demonstrated ability to think strategically and develop practical solutions
- Proven experience in project management, with the ability to oversee the management of multiple activities concurrently
- Strong interpersonal skills and the ability to build relationships with partners and stakeholders in an effective and constructive way, negotiating and consulting as required

- Up to date knowledge of, and evidence of applying UK employment legislation
- Experience of working with managers, providing expert advice on complex and sensitive people issues and guiding them in the appropriate use of policies
- Exceptional interpersonal skills and professionalism in handling sensitive information.
