This is an exciting opportunity to work in the heart of the Council, leading the team that administers the school admission, transport and exclusion appeals.
The Appeals Team, which is part of Legal and Democratic Services, plays an important role within North Yorkshire Council, working to ensure the proper and lawful administration of around 500 school admission, transport and exclusion appeals hearings each year. The school admission appeals, which are the bulk of the appeals heard, are held remotely by video conferencing (Teams).
As the Principal Appeals Officer, you will lead and line manage an established team of four Senior Appeals Officers ensuring the provision of effective support and guidance, of a consistently high quality, to independent appeal panel members, councillors, officers, schools, parents/carers, and members of the public regarding the appeals processes. You will also undertake appeals hearings and seek out income generation opportunities. Working closely with the business support team that supports the Appeals Team, you will lead on process improvements, driving out efficiencies and time savings in what is a very busy team. You will also play a role in the development of the overall service as a member of the Democratic Services Management Team.
This role requires high levels of political awareness, communication skills, tact, and diplomacy.
What you will bring…
To be successful you must be an exceptional communicator both written and oral, be able to establish and develop positive working relations with officers, school representatives, independent appeal panel members, and members of the public, have resilience and the ability to cope with conflicting and complex demands, and have an eye for detail and accuracy. You must also bring a project management-like approach to the work that enables you to identify efficiencies and improvements in processes.
You must be able to demonstrate that you have excellent organisational and multi-tasking skills to cope with a demanding workload, including the ability to prioritise work accordingly and respond effectively to changing circumstances without losing focus or direction, whilst meeting strict deadlines. You must also hold a degree or equivalent qualification in a relevant professional area or be able to demonstrate equivalent experience.
The post is politically restricted under the terms of the Local Government and Housing Act 1989.
