The VP, Retail Lending Officer directs the activities of the Bank’s Residential Real Estate and Consumer Loan functions. Duties include managing, directing and developing all Retail Lending programs. Ensures the overall quality of the portfolio while accomplishing strategic goals. Implements Retail Lending policies, products and strategies. Works with Compliance with all Bank policies and procedures, as well as, all applicable state and federal regulations.
• Provides direction, supervision and support to the Retail Lending team (originations, processing, underwriting, and closing) to meet the Bank’s objectives for residential and consumer loan volume, portfolio diversification, asset quality and profitability. Maintains and ensures the quality of the Retail loan portfolio within Bank policy and direction as established by management.
• Work with the Marketing Department to develop residential and consumer marketing strategies.
• Manages the Mortgage Originators and develops goals and sales plan according to the Bank’s Strategic Plan. Recommends revisions to residential and consumer loan policies and procedures for approval by Chief Lending Officer and the Board of Directors. Ensures the maintenance of adequate internal controls. Ensures policies and procedures are implemented as necessary and lending practices are in full compliance with regulations. Audits operational procedures; develops and implements modifications to improve efficiency, level of service and/or accuracy. Presents findings and periodically reports to Chief Lending Officer, the Loan Committee and the Board of Directors.
• Recommends conditions and terms of residential real estate requests. Advises lending officers as needed, and offers assistance and resolutions to customers with difficult issues. Reviews, analyzes and underwrites Retail loan requests as necessary, in keeping with Bank policies and procedures. Prepares detailed loan presentations for large or complex residential real estate loans referred to Loan Committee and/or the Board’s Executive Committee.
• Manages, reviews and oversees the Bank’s secondary market function. Maintains and updates knowledge base of secondary market investor requirements, both governmental and private, to assist in mortgage sale decisions. Participates in pricing mortgage packages for sale to FNMA and FHLMC.
• Provides regular reports to the Chief Lending Officer on the Bank’s residential real estate and consumer lending services. Monitors departmental progress against goals. Makes recommendations to streamline and improve Retail Lending services for the benefit of the consumer and the Bank. Proposes recommendations and actions to improve loan strategies when necessary. Develops and recommends interest rate schedules.
• Participates in the development of Retail Lending strategies, goals and activities. Participates in formalizing and implementing Retail Lending sales strategies and marketing programs for Retail loan products and services based on internal and external forecasts and market trends. Monitors marketplace and the Bank’s sales performance to best determine new product and promotion needs. Provides research and development of new products, new services and new origination technologies. Creates a comprehensive business approach that ensures achievement of volume and profit projections.
• Maintains liaison with Senior Commercial Lending Officer to monitor and coordinate status of prospective and existing customers. Exchanges relevant information about existing accounts; attends and participates in periodic meetings. Participates in formulation and execution of special programs, e.g. Broker/Dealer relationships.
• Develops and manages an annual operating budget for the Retail Lending Department. Monitors the budget monthly and notifies Chief Lending Officer in the event of deviation from budget.
• Participates in activities such as: the budgeting process, regulatory compliance, Board of Directors meetings as required, training, officer and staff meetings as needed.
• Assures audit compliance and procedure quality control are maintained for the Retail Lending department; reviews, recommends and initiates corrective actions and ensures department is in compliance with established Bank policies, procedures and state and federal regulations.
Job Requirements:
• Bachelor’s Degree in a related field from an accredited college or university. Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related.
• Minimum seven years of experience in a senior retail lending position as part of a minimum of ten years retail lending experience, or the equivalent combination of education and experience. Work related experience must be in a financial institution.
• Mastered experience, knowledge and training in all Retail Lending activities and terminology.
• Mastered knowledge of residential real estate and consumer loan processing and servicing.
• Mastered knowledge of related state and federal lending and compliance regulations, and other Bank lending policies.
• Knowledge of financial markets on a local, regional, and national basis. Well-versed in lending, as well as regulatory compliance, business, economic and related topics, particularly as to their relationship to the Bank and its customers and community.
