Position Description:
IDS is currently searching for Planning, Programming, Budget, and Execution (PPBE) Budget Analysts with experience in Department of Defense (DoD) financial management processes, government financial and accounting systems, acquisition and budgeting processes, and relational databases to provide support and training on-site to a government customer. This individual will develop, train, brief, integrate, correlate and analyze various phases of the Planning, Programming, Budgeting and Executive process as it applies to the administration and management of all programs within the AATS enterprise.
Responsibilities include, but are not limited to, the following:
- Act as a financial and technical consultant for a DoD program management and financial management system
- Provide support and assistance in the expert utilization of the Comprehensive Cost and Requirement System (CCaR) and all its functionality
- Execute reporting for the Division
- Cross checking and verification of the databases and various financial systems
- Provide expert support and guidance with respect to daily use of the system
- Serve as the liaison between different financial systems
- Review and verify the integrity/accuracy of data downloaded and inputted into the system
- Recommend business processes/organizations structure processes within CCaR to ensure compliance
- Recommend corrective action as required
- Implement and track corrective data actions with Government approval.
- The Contractor shall develop, train, brief, integrate, correlate and analyze various phases of the Planning, Programming, Budgeting and Executive process as it applies to the administration and management of all programs within the AATS enterprise
- The Contractor shall ensure compliance with Financial Improvement and Audit Readiness guidelines at all times and maintain processes for accurately and thoroughly responding to financial management activities in accordance with official directives, regulations and guidance
- The Contractor shall be prepared to support and document response to Air Force/Space Force & HHQ directed audits
- The Contractor shall produce financial management (budget) related inputs for the respective sections of Acquisition Reports to include, but not limited to, the Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Reports (MAR), Acquisition Program Baseline, supplemental reports, and PMRs, utilizing Government-accepted databases and software drawing on Government accepted best practices and guidelines
- The Contractor shall validate data in the acquisition reporting system agrees with data in the appropriate Government financial/accounting system and report differences to the Government
- Act as a liaison for CCaR between AATS and the designated Center Terminal Area Security Officer (TASO) by generating, reviewing, and preparing forms for appropriate signatures for the DD form 2875 within three (3) working days of system user requests
- Respond to functional and technical questions from Government CCaR Administrators and/or CCaR users (via e-mail or telephone) within (4) hours of the initial request
- Input this issue into the Software Enhancement and Requirement System (SERS) within 24 hours of notification and track/service the issue until completion in the event that a technical or functional solution cannot be provided to a Government Administrator
- Provide guidance to Government Administrators and/or CCaR users upon request for activities associated with pushing updated data to SAF/SQ mandated systems: PMRT MAR/DAPR and/or Program Data Alignment Application (PDAA) monthly
- Analyze the CCaR database health and provide guidance to Government CCaR Administrators regarding actions needed to correct, modify, verify or validate the information from a financial, contracting, acquisition, and program management perspectives within 30 business days of customer request
- Otherwise support a government financial office
Knowledge and Skills:
- This position requires a minimum of nine (9) years of government acquisition, finance or financial management, program management or related experience within a DoD organization and a minimum of five (5) years of DoD Space experience,
- The candidate must be proficient in the utilization of Government accepted, standardized and specialized software applications to include but not limited to: Microsoft Office, DoD Electronic Document Access, Defense Transaction Interface Module Systems, Wide Area Workflow (WAWF), myInvoice, General Accounting and Finance Systems (GAFS), Mechanization of Contract Administration Services (MOCAS), Project Management Resource Tools (PMRT), IDECS, Commanders Research Integration System (CRIS), Procurement Integrated Enterprise Environment (PIEE), DEAMS, FM-Suite, ADVANA, PowerBI, the U.S. Treasurys Collections Information Repository, and Comprehensive Cost and Requirement System (CCaR) experience and/or certification is preferred.

This position requires a minimum of a Bachelor's degree in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics or other related discipline.

- Must consistently work and type on a computer for prolonged periods of time.
- Must be able to communicate accurate information and ideas so others will understand.
- Must be able to lift/carry at least 15 lbs.

Normal work schedule hours may vary, Monday through Friday. May be required to work additional hours and/or weekends, as needed, to meet deadlines or to fulfill travel obligations.
Salary Range:
- $80,000 -$120,000 per year
- The estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future. The disclosed salary range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. When determining an applicants compensation, various factors are taken into consideration including, but not limited to: geographic location, relevant prior work experience, relevant training, special skills/competencies, education, clearance, licenses/certifications, labor categories/contract rates and other business needs.
