BWXT is currently seeking a Contract Proposal Specialist for its Lynchburg, VA location!
Essential Functions/Responsibilities:
- Completes all aspects of proposal preparation, from inquiry receipt until successful conclusion of negotiations, and submission for potential projects to ensure that bids are responsive, competitive, and complete.
- Learns and maintains knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR).
- Interacts and coordinates with customers and internal functions: Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases (leads BWXT negotiating team for new contracts).
- Negotiates all aspects of contracts.
- Reviews all purchase orders and purchase order agreements.
- Maintains positive customer relations and marketing efforts directed toward maximizing quotation opportunities.
- Reviews and interprets customer’s bid specification. Alerts internal personnel to potential concerns.
- Identifies and evaluates associated risks with proposed projects and addresses these factors with management.
- Learns all aspects of estimating process. Ensures complete and timely submission of responsive bids.
- Leads BWXT team during Contract Closeout activities.
- Performs other duties as assigned.
Required Qualifications:
- A bachelor’s degree in a relevant field.
- A minimum of three (3) years of work experience.
- Must possess strong time management, organization, and computer skills.
- Must be self-motivated and able to work on multiple tasks with superior attention to detail.
- Must be able to demonstrate superior written, oral, and interpersonal communication skills.
- Must have the ability to learn and retain knowledge of Government contract law, good business practices, accounting, scheduling, contracting techniques (negotiation and analytical skills) and technical competence.
- Must have the ability to analyze estimates of costs for prospective work and determine the mark up and price strategy necessary to achieve and sustain profit goals; ability to learn all aspects of the business.
- Must be a U.S. citizen with no dual citizenship.
- Must be able to obtain and maintain a U.S. Department of Energy (DOE) clearance.
Preferred Qualifications:
- A bachelor’s degree in Engineering or Business Management/Administration.
- Knowledge of the company’s product, including similar operations, and business practices is beneficial.

Pay: $63,000 - $99,000
The base salary range for this position in VA at the start of employment is expected to be between $63,000 and $99,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
