BWXT is currently seeking a Senior Subcontracts Administrator in support of our Advanced Technologies business group. This position will be in a hybrid work environment in our Lynchburg, VA office. The successful candidate will be responsible for cradle to grave procurement support to include the timely development and execution of acquisition strategies, creating and managing subcontract inquiries, leading supplier negotiations, performing source selection, award execution, and managing post-award subcontract administration and supplier oversight.
Duties and Responsibilities
- Coordinates with internal stakeholders and prepare solicitation documentation for complex acquisitions to include statements of work, technical specifications, terms and conditions, source selection evaluation factors, and other requirements as part of Requests for Proposal as appropriate for the procurement of services, specialized materials, and/or equipment.
- Prepares bid packages, conducts bidder conferences, analyzes, and evaluates proposals, performs price and/or cost analysis, negotiates subcontract terms and pricing, lead source selection, prepares award and supporting documentation, and manages subcontract administration.
- Coordinates with internal stakeholders to qualify suppliers, evaluate proposals, and maintain subcontract files in accordance with established procedures.
- Under limited supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with customer requirements, government regulations, and BWXT procurement policies and procedures.
- Ensures compliance with all Federal Acquisition Regulations (FAR), FAR supplements, Defense Federal Acquisition Regulation Supplement (DFARs), Other Transaction Authority (OTA), public law requirements, and BWXT policies and procedures.
- Reviews customer solicitations and provides recommendations for supply chain support to BWXT’s proposal team.
- Ensures, after subcontract award, the receipt, accuracy, and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to schedule, cost, and technical objectives.
- Support urgent program timelines for procurements and serve as the focal point for bid receipt, cost/price evaluation, coordination of technical reviews, and contract modifications.
- Monitors subcontractor performance using supplier score card, managing deliverables, monthly reporting, payment of invoices, and alignment with higher-tier agreement contract terms.
- Participates with program functional areas to coordinate subcontract funding, invoice processing and program reviews.
- Coordinates and collaborates with key stakeholders in departments such as contracts, legal, engineering, quality, supplier development, planning, operations, and programs, as well as with management, end-users.
- Coordinates with quality for the evaluation and monitoring of supplier quality, reliability, and the supplier’s ability to support required delivery schedules.
- Develops strategies and identify opportunities to reduce cost, improve efficiency and mitigate risk.
- Utilizes process tools, such as Lean Six Sigma, with suppliers to drive quality, efficiency, and continuous improvement.
- Manages and develops strategic/key suppliers.
- Develops and maintains strong working relationships with suppliers, customers, and internal stakeholders.
- May be assigned higher value tasks with oversight from more senior level staff.
- Prioritizes tasks as assigned or identified.
- Participates in teaming arrangements and strategic marketing alliances between company and outside sources.
- Ensures that all internal stakeholder interest is accurately and thoroughly represented during pre-award and subcontract execution.
- Negotiates and coordinates basic awards, additions, deletions, or modifications to subcontracts.
- Prepares and disseminates information regarding subcontract status, compliance, modification, deviation, negotiation, and termination.
Education and Training:
- Must have a high school diploma or GED with at least 20 years of related experience or a bachelor’s degree with 15 years of experience or a master’s degree with 10 years of experience preferred. Degree must be from an accredited college or university, or equivalent experience
Minimum Requirements:
- 10 years of experience in Business Administration or a related discipline.
- Experience issuing and managing subcontracts, in a highly technical environment, under Prime contract awards.
- Experience supporting commercial and U.S. Government requirements preferably in support of U.S. Department of Defense (DOD), National Aeronautics and Space Administration (NASA), and/or Department of Energy (DOE) programs.
- Strong experience administering government-funded contracts and subcontracts in compliance with Federal Acquisition Regulations (FAR), and Agency FAR Supplements (e.g., DFARS, DEAR, etc.).
- Knowledge in subcontracts, purchasing, contracts, finance, or project Management.
- Ability to participate in technical (engineering/science) discussions with technical aptitude.
- Working knowledge of various types of subcontract awards.
- Ability to generate and administer various subcontract award documents to include Cost Reimbursable, Firm Fixed Price and Time & Material awards.
- Excellent analytical, verbal, and written communication skills with strong attention to detail.
- Ability to work in a customer service-oriented team environment within a matrixed organization.
- Ability to thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative team settings across all levels.
- Self-motivated with an ability to multi-task and make sound decisions in a timely manner.

- Proficiency in MS Office (Excel, Word, PowerPoint).
- Willing to travel to supplier sites and lead quarterly business reviews in support of short-term activities.
- Ability to obtain and maintain a DOE or DOD security clearance.
- Must be a U.S. citizenship with no dual citizenship.
Preferred Qualifications:
- Master’s Degree in either Business, Global Supply Chain, Engineering Management or Project Management.
- Experience working in an U.S. Government approved contractor purchasing system.
- Negotiating skills with multi-million-dollar Subcontracts.
- Strong working knowledge and experience administering government funded contracts/subcontracts in compliance with Other Transaction Authority (OTA).
- Minimum of 1 year of experience with SAP or related business application software.
- Experience conducting oral presentations.
- Knowledge of Earned Value Management Systems (EVMS).
- Supply Chain risk mitigation and change management experience.
