SUMMARY OF DUTIES:
The Project Controls Specialist is responsible for using and improving existing enterprise tools, systems, and work processes to assist Project Management Practitioners in effective management control and reporting on cost, schedule, and progress measurement for a low complexity project. Individuals in this role may develop project schedules, cost performance reports, and risk registers in close collaboration with assigned Project Manager and other team members. Project Controls Specialists work under close supervision of a senior level Controls Practitioner or PMO Director.
ESSENTIAL FUNCTIONS:
- Work with Project Manager and team to develop project schedule, risk register, and project budget baseline using standard templates and tools within prescribed parameters of assigned project.
- Collect project performance data such as installed quantities, expended labor, and other progress measurement data.
- Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the client and project management.
- Integrate of cost and schedule date to facilitate schedule and budget performance reporting.
- Assist Project or Program Manager in evaluation and assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
- Supports the intake process of projects through the governance process.
- Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates.
- Monitors actuals and works with the project managers to review forecasting against budgets.
- Supports the governance and project status review meetings.
- Manages Controls data via EPPM, SharePoint, or any other approved EPMO systems and tools.
- Adheres to Amtrak Enterprise Project Management methodology.
MINIMUM QUALIFICATIONS:
- Working knowledge project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting).
- Experienced SharePoint and MSPS user.
- Strong oral and written communication skills across all levels.
- Ability to organize and analyze large volumes of financial, risk, and schedule performance data.
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint, SAP, BPC.
- Experience with Project Controls management relating to cost, scheduling, and estimating at a project level.
- PMP Certification in good standing
- Associate degree with minimum of three years of practitioner experience with project controls and project management, or any equivalent combination of education and experience.
- Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
- Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
- Six Sigma Yellow Belt
- CAPM or PMP
- Bachelor’s degree
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $78,600-$101,844. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
