Job Description for Technical Program Manager (NORDTECH)
JOB SUMMARY
The Technical Program Manager position requires leadership, organization, and coordination in support of NY CREATES' project management activities for the NORDTECH (Northeast Defense Technology Hub) technical projects, encompassing project planning and management, execution, customer engagement and stakeholder management. As a Technical Program Manager, the ideal candidate will work cross-functionally with internal teams (Technology & Infrastructure, IT, Contracting, Finance & Administration) and external partners to ensure completion of project deliverables for the NORDTECH (Northeast Defense Technology Hub) projects. This candidate is expected to have experience in managing external partners and customers, program management methodology/process practice, and a basic understanding of the semiconductor industry, integrated circuit (IC) manufacturing process and process technologies.
Job responsibilities include, but are not limited to:
- Coordinate the planning, execution, and delivery of hardware managed through the NORDTECH (Northeast Defense Technology Hub) project awards.
- Partner with technical leads to define project objectives, scope, deliverables and milestones, schedules, stakeholders, resource needs, dependencies, budgets, and risks, and ensure the appropriate contracts are executed with customers.
- Utilize project management best practices and resources to monitor project deliverables and schedule, measure project performance and progress throughout execution, and document project activities, issues and results, identifying and implementing needed adjustments to meet project deliverables.
- Coordinate and facilitate project team meetings.
- Coordinate and manage communications to customers, including the coordination of agreements and Export Control paperwork that would be relevant to the project work.
- Provide summarized project plan documentation and reporting to leadership, customers, and other stakeholders as required.
- Engage with project teams for collaboration on program needs and assist technical leads with translating strategic objectives into actionable projects and deliverables, ensuring successful delivery of projects that create value and align with NYCREATES' mission and goals.
- Recommend and implement techniques to improve productivity and increase operational efficiency and organizational effectiveness.
- Create and analyze key performance indicators to assist with driving improved results and provide detailed analysis, identifying risks and opportunities and addresses weaknesses or execution issues if required.
- Compile and prepare accurate reports, graphs and charts of data utilizing program specific customer relationship management (CRM) and project management tools, where applicable.
- Work with finance to drive data collection and analysis and with their input, evaluate and maintain program and project financial models, budgets, and forecast as they relate to project deliverables.
- Provide regular financial analysis and fiscal-related reporting to leadership, customers, and other stakeholders as required.
- Work with technical and finance teams on allocation of financial resources for assigned projects and initiatives, pursuant to the project work and budgets.
- Oversee vendor contracts, payments and negotiate terms and pricing, relevant to the project work.
- Review expenditures, including personnel and other than personnel services, relevant to project work.
- Implement financial controls and policies per contract or sponsored program requirements.
- Provide leadership, oversight, and direction to colleagues to assure goals, programs, activities, and personnel practices are consistent with and contribute to NYCREATES' mission and goals
- Engage in continual learning to remain abreast of industry best practices, new technologies, and emerging standards.

Requirements:
MINIMUM REQUIREMENTS FOR TECHNICAL PROGRAM MANAGER (NORDTECH)
- A bachelor's degree in business administration, finance, or a related field from a college or university accredited by the US Department of Education or internationally recognized accrediting organization OR equivalent relevant professional experience.
- 7+ years professionally responsible experience in project management managing technical projects.
- 5+ years' experience in navigating complex organizational structures and collaborating with technical and business teams.
- A basic understanding of semiconductor industry, IC manufacturing process and process technologies.
- A strong background and proven track record in driving initiatives and results by effectively managing resources and complex programs.
- Candidate must also have excellent communication skills both verbally and in written form, exceptional interpersonal abilities, as well as strong problem-solving and decision-making skills.
This position is contingent on the satisfactory completion of a background check; this position may require annual background checks.
PREFERRED REQUIREMENTS
- PMP Certification
- MS in Business, Finance, Accounting, or related field or BS or MS in Engineering Sciences or Advanced Engineering Sciences from a college or university accredited by the US Department of Education or internationally recognized accrediting organization OR equivalent relevant professional experience.
- A basic understanding of photonics and quantum focused applications
- 5+ years' experience working in a semiconductor foundry and has a sound technical understanding of semiconductor industry, IC manufacturing process and process technologies.
- Demonstrated experience leading, influencing and driving collaboration without authority with multiple internal and external partners.

Salary Range: $90,000- $120,000
