DESCRIPTION Central Coast Community Energy (3CE) is seeking an experienced Principal Management Analyst to join our team! This role will involve collaboration across departments, management of key projects, and facilitation of communication between the executive team, departments, and stakeholders.
The Principal Management Analyst serves as a Special Assistant to the Chief Executive Officer (CEO) and will lead and implement executive initiatives, coordinate strategic planning and communication as well as cross-functional initiatives to ensure the successful implementation of the CEO's vision.
The position will track key initiative progress while leading and executing special projects. This position will provide regular information and deliverables to help the CEO focus on high-impact tasks that align with strategic goals. This includes strategically assessing and framing ideas/concepts, helping to prioritize and execute, facilitating change, organizing and prioritizing critical issues and required information to facilitate efficient decision-making as well as supporting reporting and analyses.
About the Position Under administrative direction, provides complex and highly responsible administrative support to the CEO; performs varied professional level administrative and research work connected with the management and improvement of agency operations; plans, coordinates and participates in various program and administrative operations and activities having a agency-wide impact; and performs related work as required.

- Prepares extensive administrative analyses, studies, and research projects
- Monitors departmental budget expenditures;
- Prepares charts, tables and graphs for presentation of data;
- Serves as a liaison for the department in its contacts with other agency departments, agencies, representatives and private vendors;
- Makes written or oral presentations of recommendations to the department director or other management staff for review;
- Performs other related duties that may be reasonably expected as part of this classification.
TYPICAL QUALIFICATIONS Knowledge of:- Principles and practices of public administration;
- Principles of management organization and administrative analysis;
- Principles, practices, and methods used in the organization and operation of municipal government;
- Advanced principles and procedures of research, statistics, planning, design, methodology and analysis;
- Budget preparation and analysis and management audit techniques;
- Principles and practices of public sector contract administration.
- Computer proficiency with word processing, spreadsheets, and database software applications.
- Principles and practices of supervision.
Ability to:- Ability to work in a fast-paced environment and manage multiple priorities effectively.
- Ability to conduct productive meetings and present clear, concise and complete written and oral reports;
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
- Ability to perform a wide variety of highly responsible, complex and diverse advanced level professional duties involved in providing administrative, analytical and technical support to the CEO;
- Ability to effectively present information and respond to questions from internal and external customers including Board Members and the general public;
- Ability to prepare clear and concise technical, administrative and financial reports;
- Ability to develop innovative ideas;
- Maintain confidentiality;
- Ability to work independently and under CEO's direction;
Education Bachelor's degree, from an accredited college or university in business, accounting, public administration, or a related field depending on the area of assignment; and,
ExperienceFive (5) years of professional experience in public or business administration, public affairs, or a related field with at least two (2) years in a leadership or Chief of Staff role.
LICENSE:
Possession of or the ability to obtain a valid California Class "C" Driver's License with a satisfactory driving record is required.

RETIREMENT - E mployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE - 3CE pays $1600.00 towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.
HEALTH & WELLNESS - 3 CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION - 3CE offers 457 deferred compensations.
PTO - Accrued in accordance with tenure. 160 hours cap.
CELL PHONE ALLOWANCE - This position is eligible for cell phone allowance of $50.00 monthly.
