SUMMARY OF DUTIES:
The Lead Technical Trainer – T&D C&S Signal School, under the guidance of the Senior Manager, Training and Development, has the responsibility for planning, monitoring, developing, and delivering training for all C&S Trainees for the purpose of graduating Trainees to qualified Maintainers. The position ensures trainees receive proper training which includes but is not limited to the maintenance and repair of Amtrak’s signal apparatus, Safety and Company Policies as per the Brotherhood of Railroad Signalmen Collective Bargaining Agreement. Utilizing acquired knowledge and skills, the Lead Technical Trainer ensures that the instruction curriculum is designed and updated to meet all mandated standards. This position is required to successfully plan and execute all instructional sessions in order to provide each C&S Signal Trainee with a full understanding and knowledge to comply with company, federal and state rules and regulations governing railroad signal operations. The Lead Technical Trainer T&D, C&S Signal School, implements the standardized instructional programs associated with signal practices, (AMT 23/27) to prepare C&S Trainees to perform the duties of a Maintainer in a safe manner adhering to all company and regulatory requirements. The position participates in a proactive role to aid in the prevention of train accidents, employee, and passenger injuries, avoiding FRA citations ad fines and improving customer service. The Lead Technical Trainer is responsible for employee instructional programs and provides guidance and technical advice as necessary.
ESSENTIAL FUNCTIONS:
- Supports the operating divisions by developing and delivering training to C&S Trainees according to established instructional standards, programs, and methods.
- Provides guidance and interpretation of all regulatory rules and practices.
- Facilitates all activities related to the delivery of training – arrangement and preparation of materials, classrooms, and equipment, as well as administrative requirements.
- Organizes and schedules classes, procures materials, and coordinates and communicates with interested parties to ensure participation.
- Functions as a project leader and subject matter expert in the development of various content areas for training programs.
- Provides mentoring, leadership and supervision in the training and performance of training employees.
- Is responsible for the efficient and accurate management of all training records and the enrollment process of the training program. Enters Trainee personal and test data into Amtrak’s ELPM system.
- Provides subject matter expertise and effectively delivers technical skills training on Signal apparatus.
- Collaborates with senior officials throughout the system in all operating departments to ensure compliance with local, state and federal requirements.
- Maintains all required qualifications and certifications in order to deliver training according to state and federal requirements.
- Provides necessary analytical training data as required and performs duties as necessary to meet the departmental goals and objectives.
- Performs other related duties as required.
MINIMUM QUALIFICATIONS:
- Associate's degree in Business, Engineering, Technical Training or Transportation (or related field or an equivalent combination of work experience, training, and education in lieu of degree)
- Minimum qualification of Signal Maintainer or higher
- 6 Years experience as a Communications & Signals
- Must have knowledge of Engineering Department Operations, staff practices, infrastructure and rules.
MIMINUM KSA (Knowledge, Skills, and Abilities):
- Experience using PC-based word processing spreadsheets, and presentation software (e.g. Word, Excel, PowerPoint)
- Demonstrated experience and effectiveness in communication skills, including writing, speaking and the presentation of instruction content, data and analysis.
- Demonstrated leadership and management skills with proven ability to motivate others.
- Familiar with State, Federal or other regulatory agencies rule and regulations
- Demonstrated experience designing and delivering training programs.
- Demonstrated drive, ambition and leadership ability.
- Demonstrated experience in job related field.
- Must be highly organized and able to handle a variety of duties, frequently with limited timeframes.
- Experience in working in a team environment, including senior staff and labor leaders.
- Familiar with state and federal training requirements.
- Experience in business analysis and budgeting
- Knowledge of course design and methods of needs analysis.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in Business, Engineering, Technical Training or Transportation
- 8 plus years of experience as a Communications and Signals
- Experience in working in a team environment, including senior staff and labor leaders.
- Familiar with state and federal training requirements.
- Demonstrated Supervisory experience.
- Knowledge of Amtrak business, operations and financial systems.
- Experience in business analysis and budgeting
- Knowledge of course design and methods of needs analysis.
- Must be qualified in Roadway Worker Protection, Amtrak’s Electrical Operating Procedures and AMT 23/27.
- Must be familiar with the rules and regulations requirements of NORAC and or GCOR Operating Rules
- Knowledge of Amtrak business, operations and financial systems.
WORK ENVIRONMENT:
- Work environment is a fast-paced training program in which you will be required to work in field and classroom settings. Classes are designed to accommodate 8 to 10 students. Classroom program is structured and detailed for each training module to engage and activate adult learning principles. The practical environment replicates field scenarios and safety is of the utmost importance. The Lead Technical Trainer is responsible to ensure all students adhere to Amtrak’s safety program and utilize P.P.E. as required in field.
- Travel required is 10%.
PAY TRANSPARENCY:
The salary/hourly range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
