Summary:
The U.S. Department of State Bureau of Overseas Buildings Operations is the single real property manager for the planning, acquisition, design, construction, operations, maintenance, and disposal of U.S. governmental diplomatic and consular property overseas. OBO provides the most effective facilities for United States diplomacy abroad. Our secure, functional, and resilient facilities enable U.S. foreign policy through building technologies, sustainability, art, and culture.
Major Duties:
As a Strategic Portfolio Manager at OBO, you'll be at the forefront of driving transformative improvements across the Bureau, championing innovation to unlock new efficiencies and deliver high-impact value. This pivotal role offers the opportunity to shape the future of OBO’s portfolio through cutting-edge strategies and smart solutions while ensuring the organization stays ahead in a rapidly evolving landscape. You’ll lead initiatives that streamline processes, optimize resources, and fuel OBO’s mission. Duties include, but are not limited to, the following:
- Coordinates and collaborates with stakeholders at all levels of OBO to refine and develop improvement business cases and roadmaps necessary to support program approval, implementation, and sustainment activities.
- Plans, organizes, and oversees bureau-wide improvement (process, data, technology, change and training) efforts to improve Bureau-wide program quality, effectiveness, customer experience, and timeliness.
- Develops Bureau-wide priorities for effective resource use by consulting with key leadership and stakeholders to ensure thorough consideration of implications in resource distribution and implementation.
- Orchestrates workflow interdependencies and demand management across the portfolio of OBO improvement and sustainment activities, initiatives, and efforts.

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position.
- Experience with portfolio management across a wide variety of programmatic efforts in support of organizational transformation and change, and leveraging lean and agile methods to enable successful implementation of such efforts.
- Experience with a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems.
- Experience working with internal and external customers, (Post, other DOS and OBO offices, tenant agencies, other Government agencies, and industry groups) to assess their needs, provide information or assistance and resolve complex problems.
- Experience communicating effectively both orally and in writing in order to develop, present, and justify program and project recommendations and suggestions.
- Experience planning, organizing, providing strategic insights, and directing teams and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources.
