Summary:
The U.S. Department of State Bureau of Overseas Buildings Operations is the single real property manager for the planning, acquisition, design, construction, operations, maintenance, and disposal of U.S. governmental diplomatic and consular property overseas. OBO provides the most effective facilities for United States diplomacy abroad. Our secure, functional, and resilient facilities enable U.S. foreign policy through building technologies, sustainability, art, and culture.
Major Duties:
As the Bureau Training Officer, you'll be the driving force behind OBO’s learning and development strategy, empowering the workforce with the skills and knowledge needed to lead in an ever-changing global environment. This role is your opportunity to innovate training programs, spearhead cutting-edge learning initiatives, and cultivate a culture of continuous improvement across the Bureau. Duties include, but are not limited to, the following:
- Coordinates professional development and training programs, policies, and procedures, throughout OBO to ensure that they meet the needs of OBO, staff, leadership, and expectations world-wide.
- Executes oversight of administrative and programmatic resources, and monitoring of outcomes, using data-driven quality assurance processes to deliver specialized, complex, highly professional services that are important program components of managing and delivering products and services world-wide that can significantly affect DOS’s mission.
- Conducts research and analysis of issues or requirements against Bureau-wide goals for identifying or improving systemic training needs and priorities and improvement implementation strategies. Provides expert analysis and advice on effective agency or government-wide methods that can be adopted for use or discarded as impractical in a world-wide environment.
- Serves as a recognized expert and representative on all OBO training and educational programs (including position required training and training supporting improvement efforts) to internal and/or external entities at all levels.

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position.
- Experience in creating, maintaining, overseeing, and/or strategically advising on training programs and practices.
- Experience with a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems.
- Experience working with internal and external customers, (Post, other DOS and OBO offices, tenant agencies, other Government agencies, and industry groups) to assess their needs, provide information or assistance and resolve complex problems.
- Experience communicating effectively both orally and in writing in order to develop, present, and justify program and project recommendations and suggestions.
- Experience planning, organizing, and directing teams and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources.
