Summary:
These PSC positions are located in the Bureau of Overseas Buildings Operations (OBO), Construction, Security Management Directorate (CSM), Office of Construction Management (CM) and may be assigned to any Branch of the Construction Operations Division.
Major Duties:
As a Construction Engineer assigned to an Overseas post in one of the branches of the Construction Operations Division, the contractor performs a wide range of engineering functions in support of planning, implementation, and oversight of assigned project(s). The incumbent provides engineering expertise to and works with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule, and cost goals of the OBO Construction Management projects. The incumbent also develops a working knowledge of all technical requirements of projects, including requirements related to other engineering disciplines and architecture, as well as the full range of administrative requirements of projects. In furtherance of these responsibilities, the constructor performs tasks and assignments that include, but are not necessarily limited to the following:
- Assists post and/or manages the work of the OBO CM Project Contractor(s) in planning, coordinating, evaluating, and scheduling the work to ensure that Project Contractor(s) meet required standards of quality, schedule, cost goals, and contract compliance.
- Evaluates Contractors proposed submittal substitutions with construction engineering implications and makes recommendations to the PD and/or Branch Chief concerning the disposition of the Contractor's request.
- Ensures that the contractors maintain the minimum project documentation in alignment with the contract requirements.
- Ensures that the contractor's monthly pay request accurately represents the work performed by the Project Contractor(s). Maintains the required reports (i.e., daily, weekly and monthly reports) and project documentation, such as: contract documents, drawings, specifications, and photos-in accordance with the OBO/CM criteria.
- If directed by the COR, travels to other post(s) on a temporary duty basis and performs such duties as may be required in connection with OBO related matters; and may be assigned by OBO to some posts temporarily to resolve engineering problems as may be required but may decline without prejudice assignments to posts designated as "hazardous duty posts", e.g., those located in war zones.

IN ADDITION to meeting one of the basic qualification's requirements listed below, the applicant MUST have at least 1 full year of specialized engineering experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
***Experience in providing concepts, principles, and practices of professional engineer sufficient to anticipate, investigate, evaluate, and resolve engineer problems and issues arising from the conduct of overseas facility construction projects.
***Experience in applying engineering principles and practices related to the design and construction of overseas facilities.
***Experience in applying planning techniques and processes as they relate to management of planning, design, and construction of a wide range of facilities overseas.
***Experience with commercially available construction management software, including, but not limited to: Kahua, Primavera, Aconex, Autodesk Construction Cloud, Revit, or equivalent platforms.
*** Proficiency in using basic office automation and productivity tools, including word processing, spreadsheets, and presentation software. Ability to conduct simple data analysis in Excel and/or utilizing data visualization tools, such as, but not limited to: Power BI.
