SUMMARY OF DUTIES:
This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. This position focuses on construction management of the FDT - Package B work Under the direction of the Senior Manager Capital Construction and Senior Director for FDT - Package B, the Capital Construction Manager (CCM) will represent Amtrak on site and will manage Amtrak’s protocols during the construction phase of project. The CCM will be responsible to help provide oversight of the Package B Contractor and coordination with internal and external stakeholders to ensure that design and construction elements of the contract scope meet the needs of the overall program goals. The CCM will provide oversight of the Contractor to ensure the project stays within the approved scope, schedule, and budget. The CCM will support the Senior CM, Director, and Contracting Official’s Technical Representative (COTR) for the Package B Contract(s), to monitor the performance of the contractor. Project Risk: Project / Portfolio (Approx. High/Mega approx. $500M/5yr+ Program)
ESSENTIAL FUNCTIONS:
The CCM will be responsible for construction management and oversight of the Package B Contractor, and review and commissioning of infrastructure assets within the assigned scope of Contractor. The general duties of this position include, but are not limited to:
· Reviewing contract design documents and coordinating any changes or modifications with the Contractor and Design team;
· Overseeing the work to ensure the construction is performed in accordance with the construction documents and/or design modifications;
· Monitoring and coordinating construction progress to ensure that the work is performed in accordance with agreed upon scope, costs, and schedule to best meet the goals of the program;
· Coordinating with 3rd Party stakeholders, as necessary, to ensure acceptance of work;
· Communicating and managing all issues and risks affecting the project to ensure that critical issues are addressed and properly resolved;
· Providing regular project status reports to Senior staff.
· Working with senior leaders to contribute relevant data to support reporting and annual planning activities.
· Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
· Maintains a teamwork environment with all peers. Attends and participates in professional group meetings.
· Other duties as assigned.
MINIMUM QUALIFICATIONS:
· BS degree in engineering or related field, or the equivalent combination of education, training and/or experience.
· Extensive practitioner experience with construction and construction management.
· Demonstrated ability to manage multiple priorities under tight constraints.
· Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
· Possess strategic and tactical skills required for planning and executing complex project work.
· Strong leadership required, encompassing strong and effective communication, motivation, and team building/team performance skills.
· Strong Safety Focus
· Highly motivated and self-directed.
· Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).
· Must have excellent oral and written communication skills.
· Must have work authorization in the United States
PREFERRED QUALIFICATIONS:
· Graduate degree in Engineering, Construction Management, or related field.
· Supervisory experience in the management of construction contracts.
· Experience in construction management of multiple construction projects and / or programs in an active railroad environment.
· Experience managing programs in the transportation, heavy civil, or major infrastructure industry
· Infrastructure construction program management
· Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience
WORK ENVRIORNMENT:
· Combination of Office and field environment. Position is subject to respond to emergencies in all weather conditions 24/7.
· Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Ability to work under pressure.

Must have excellent oral and written communication skills.
The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
