SUMMARY OF DUTIES:
This position is responsible for responding to inquiries from the Railroad Retirement Board (RRB) regarding employee claims for unemployment and sickness benefits requiring a comprehensive understanding of Tier I, Tier 2 and RUIA regulations. Supports other tax and payroll processes within the Payroll Processing Unit of the Corporate Payroll Department by completing biweekly and off-cycle post-processing requirements, Mortgage Verifications (VOE’s) and master data input of employee tax and direct deposit information.
ESSENTIAL FUNCTIONS:
- Provides payroll services to employees, ensuring biweekly gross to net payroll is processed accurately and in accordance with tax laws, wage and hour regulations and Amtrak internal policies. Coordinates review of health and welfare and savings deductions with various Human Resources departments, ensuring deductions are corrected prior to payroll close.
- Assures that all master data updates are entered correctly and, in a time-sensitive manner, including but not limited to direct deposits, PTO adjustments, tax changes, and various earnings wage types.
- Reviews daily and biweekly reports, coordinating with Field Office and Time system personnel to complete biweekly review of payroll output reports. Maintains payroll documentation folders.
- Calculates, documents and processes manual checks in SAP, maintains logs and balances transactions.
- Provides excellent customer service as evidenced by handling calls from the Payroll Hotline, providing timely responses to VOEs, mortgage verifications and other related inquiries for wage and tax data. Assists employees with password resets, questions and processes related to third party vendor (MyADP.com, for example) warehousing paycheck and W-2 forms.
- Processes ACH reversals, voids, stop payments and daily net pay batch details; maintains documentation of all transactions.
May perform two or more of the following functions:
- Ensures payroll garnishments are processed in accordance with Federal and State laws. Works with third-party vendor and ensures data interfaces are completed timely and accurately and errors/rejects resolved prior to payroll close. Reconciles periodic invoices from third party vendor and keeps Treasury informed of outgoing amounts.
- Acts a primary contact for all union dues updates; works with Payroll IT to support incoming and outgoing reports and file uploads. Provides monthly reports to union contacts accurately and timely.
- Responsible for setting up employee with pay cards, accessing the third-party vendor’s system and providing employees with pay cards timely; assists employees in understanding the process and procedures around usage.
- Provides administrative support to Director as responsibilities include accepting and distributing incoming mail, processing invoices for department expenses and ordering departmental supplies; maintains office supplies in an organized fashion.
- Acts as primary contact with third party vendor for archived records. Maintains payroll records in file room and handles the offsite storage of payroll files as well as the database of records stored; coordinates periodic delivery and retrieval of boxes.
- Completes daily inquiries from the Railroad Retirement Board (Form ID4K) accessing the ERS website and ensures all assigned items are reviewed and completed by RRB required deadlines.
- Assists Supervisor, Payroll Manager and/or Payroll Director with special projects or assignments when required.
MINIMUM QUALIFICATIONS:
- High School diploma.
- Good knowledge of garnishment regulations.
- Familiarity with payroll federal and state tax regulations.
- Good command of Microsoft Office Professional.
- Ability to work overtime without advance notice.
- Demonstrated effective customer service skills.
- Ability to multi-task and organize tasks around changing priorities
PREFERRED QUALIFICATIONS:
- Bachelor’s degree
- FPC/CPP Certifi cation
- System familiarity with SAP and its various modules.
- Union experience
- Kronos experience

The salary/hourly range is $65,500-$84,888. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
