PURPOSE OF THE POSITION:
A member of the S&C Engineering - Program Management team responsible for managing capital projects (typ. $ 100K to $ 5M) for the CPKC Signals & Communications team, including management of corresponding internal and external resources i.e. estimating, scheduling, design, procurement, wiring shop, construction, testing & commissioning, as well as third party services.The full-time position will be located in the Kansas City, MOand will focus on capital projects in the United States, with potential to support projects in Canada and Mexico occasionally. Reports to, and receives supervision and direction from the Director, S&C Program Management, as well as other senior management as appropriate from time to time.
SUMMARY OF DUTIES
- OUTCOMES: Deliver capital project in line with established outcomes including scope objectives, budget and schedule
- PLANNING: lead the planning and documentation of scope, budget, schedule and manpower requirements for all capital projects in assigned region(s)
- MONITORING: lead the monitoring, reporting, and control of scope, budget and schedule for all projects
- RISK: Identify and proactively mitigate project risks, leading team to develop solutions to problems through innovation and creative problem solving
- COMMUNICATION: maintain clear communication with project stakeholders through regular meetings, reports, on site visit, and ongoing discussions as required to ensure project success
- CONTINUOUS IMPROVEMENT: Participate in continuous improvement of associated project controls process and tools
- PROCUREMENT: oversee project procurement activities associated with services and materials including negotiation, purchase orders, expediting, and invoicing as required
- OTHER: Other duties as assigned from time to time
POSITION ACCOUNTABILITIES:
Executes planning, monitoring, reporting and optimizing capital projects in accordance with S&C policies and procedures
- OUTCOMES: Deliver capital project in line with established outcomes including scope objectives, budget and schedule
- SCOPE: Prepare scope of work based on contributions from project stakeholders, and coordinating activities such as pre-design, site surveys, and meetings
- ESTIMATES: Oversee preparation and review of estimates for projects, and submission of funding requests (internal and external)
- COST: Conduct forecast of project cashflow and forecasts at completion for planning, control, and variance reporting purposes
- SCHEDULE: Develop detailed execution plans with stakeholders, and establish schedule benchmarks for planning, control and variance reporting purposes
- REPORTING: Prepare, analyze and distribute regular project reporting and conduct associated review meetings
- CONTRACTS: Participate in the execution of third party service contracts including definition of scope, solicitation and comparison of bids, and coordination of purchase orders/invoices
- PROCUREMENT: oversee project material procurement, reporting, expediting and logistics activities for external suppliers and internal inventory
- JOINT: participate in development/execution of projects with other railroads
- EMERGENCY: acts as storm desk coordinator as required
- ACCOUNTING: support accounting activities such as invoice review, accruals, goods receipt etc
- RISK: Identify and proactively mitigate project risks, and prepare and implements change requests in accordance with change management protocols as required
- RECORD KEEPING: update address/asset records, create change notifications, and generate reports associated with PTC/ ITCM/ ATC locations, and general orders
- FILING: create and maintain project documentation in accordance with filing standards
- PRODUCT IMPROVEMENT: work with standards group to identify and implement product improvement opportunities
POSITION REQUIREMENTS:
- Professional Engineering (PE or P.Eng) desired
- Minimum 5 years related experience in electrical design and installation
- Certification in Project Management or equivalent experience
- Railroad or transportation experience, with understanding of federal, state, and local law and regulations (i.e. FRA, OSHA, and DOT)
- Innovative, strong problem-solving skills
- Strong leadership and management skills
- Computer skills: SAP, Microsoft Office, Microsoft Project, Filemaker Pro
- Experience in operations, maintenance and construction projects
- Exemplary verbal and written communication skills required

Management Conductor Program:
