Qualification Standards:
- Education: Bachelor’s Degree in Information and Communications Technology or related field
- Experience: At least ten (10) years in Information and Communications Technology with five (5) years of management and supervisory experience
- Training: One hundred twenty (120) hours of managerial training
- Eligibility: Appropriate eligibility for second-level position

Job Responsibilities:
- Prepares and recommends plans (annual business plan) and budget for applications development or acquisition and maintenance, project implementation, business systems process development, review and maintenance, and continuous user education and training;
- Plans, organizes, directs, and monitors activities towards fulfillment of target goals and objectives;
- Provides for and allocates the resources necessary for the attainment of target goals and objectives;
- Monitors and reports performance vs. plans;
- Develops, implements, maintains, and monitors compliance with project management standards, policies, and procedures;
- Develops, implements, and maintains applications development life cycle standards, policies, and procedures;
- Develops, implements, and maintains business systems standards, policies and procedures;
- Develops, conducts, and maintains training and education programs for end-users;
- Participates in the evaluation and selection of application systems to be acquired in accordance with RA 9184, Government Procurement Law and Its Revised Implementing Rules and Regulations;
- Acts as liaison with the end-users, internal and external, to ensure that business requirements are accurately defined documented, and implemented on time and within budget, and user training and education programs are conducted as required;
- Acts as Project Manager for major application systems to be implemented;
- Reviews and monitors project plans and status for all application systems to be implemented or for any change requests for existing application systems;
- Acts as a liaison with and monitors the performance of third-party service providers and vendors in the customization, enhancement, and implementation of package application systems;
- Ensures that all documentation requirements are met prior to the transfer of application systems to the production environment;
- Ensures that end-user training and education are completed prior to application systems implementation or prior to end-users use of existing system;
- Develops and implements individual career plans and programs for personnel including hiring, performance appraisal evaluation, training, and promotion of these people;
- Prepares periodic management and performance reports as required;
- Monitors and ensures adherence to company policies and procedures;
- Monitors and ensures adherence to the Technology and Operations policies and procedures;
- Monitors and ensures adherence to the Information Security policies and procedures;
- Performs other duties that may be required by the supervising head.
